When you buy ammo for weapons, is the cost listed as per reload or per shell? I am going to buy ammo for my AC 20 and its like 8,900 and I bought 3, on my ammo page it lists it as 3 rounds.

Is that 3/20th's of "1" round or "3" rounds of 20?

Firstly, the 20 in AC20 stands for the caliber of the bullet, i think, not the number of bullets per shot. Think about it. Would a machine gun really only shoot 1 bullet per round? I think that would be rather silly. To answer your question, it's three shots of AC20 ammo, good for 3 rounds in a battle.
