From the map page, click on adjacent free space (the green zones) and pay 200k.
If no space is free, save up 25million and claim a non adjacent zone, or send a DR request to your neighbours asking if they have any spare buildable zones you could have.
Each zone has about a 25% chance of having buildable land and thus will have space for between 1-1000 buildings. If you are unlucky you might have to claim a lot of land to get a decent zone to build in ( I claimed 10 zones before finding my first buildable zone)
