Hmm.
Add up the damage the weapon does for each hex of its range, for normal weapons (This works to within 1%). For not-so-normal...
Add 20% if it's a head chopper.
Subtract various things if its damage is spread out (LRMs), add for bonuses to hit (+33% if pulse), etc.
I know the Heavy Metal programs have a BV and Cost calculator for custom weapons, and if you ask on CBT someone (Chris Perkins?) has the formula nearly memorized.
