Neighbor Alert

Our Intellegence Services alerted the Regent to the sudden, ominous emergence of a three zone Empire one zone away from our border. Satellite data confirmed our new "neighbor" Empire was several zones deep, and merely two zones away from our more established neighbor.
The Regent immediately placed us on full alert and odered a full electronic scan of the intruder.
The initial data indicated no building activity nor terrain.
The Regent ordered the immediate purchase of unclaimed zones to present a solid defensive face and ordered the placement of defensive towers within them plus the construction of buildings where possible to cover the placement of additional forces if/when deemed prudent.
After two weeks of no activity, the addition of a new zone to the here-to-fore rectangular Empire showed the possibility of a threat to our established neighbor. Additionally, we detected the start of building activity in that same area of the new Empire.
Since we established a NA pact with our neighbors when we were incorporated, the Regent composed an "Alert" message to send to the possibly threatened neighbor.
However, the Empire is no longer listed as an Alliance Empire........hmmmmmm.
So, our Intelligence services are conducting a scan of our neighbor. So far we see buliding activity but no terrain. Could it be abandoned? Is the intruder claiming some spoils of a far away war? Just "looking"?
The Regent has ordered a huge increase in the Intelligence Services budget. We remain on full alert.
