I have a question. I have a friend as a person who joined my empire. He couldn't claim any units, and we both couldn't figure out why. I later incerased his max rank all the way, will that allow him to claim people now?

Yes, he can claim people who are at or below his max rank: So at Sgt. he can claim unit CO's, Liuetenant lets him claim lances, Captain companies, and Major battalions.
