how do i build find mines? i have no idea

Go to the land/buildings -> mine tab and see if you have any listed .
If so , click the link and the mine is built , note the cost of not only only to build the mine but the on going cost per nev day.
The mine will show on the map, so don't make a mine if u can't defend it.
Don't make a basic metal mine , not worth it .

so if you don't have any listed that u can build then u just have to claim zones till u find one? do you have to check each zone independently? or dose the mine tab list all that u can build in your empire?

The mine tab will list any you have.
I believe since mines are constantly "running out" , new ones appear randomly and thus u may get a pop up about a mine being found in your territory even if it wasn't there yesterday ..

lastly do you need certain tech to build mines and in one of my empires theres a letter in a zone, a C. what dose that mean?

C means there are commerial buildings in that zone, and no, I'm pretty sure you don't need any tech to build mines.

Did you just claim it? Sometimes that happens when you claim a zone that used to be owned by an empire that has been deleted. It will probably go away soon.
