Here's an actual useful idea from me.

Yeah yeah, I know you're all shocked. 
What we need is a link to the treaties page directly from the world map, so you can send a treaty directly to the currently targeted empire without having to go back to treaties, then load all those other pages. Make it one quick easy step that takes you directly to the treaties type page with that empire already selected.
Course this idea is only good if it doesn't cause lag. Lag is bad... Very bad...
