Just two questions:
1) What modifiers are applied to a ground unit that fires on a VTOL?( and whether there are restrictions on which types of units may fire on a VTOL) 2) What modifiers are applied to one airborne VTOL firing at another airborne VTOL?
I have the BMR-R, but just wish to have this clarified before using VTOL's in combat

so far as I know, ground to air has no penalties out of the normal movement etc, and save for air to air.

VTOLs are like vehicles or mechs standing on hills of variable height. The height is selected by the VTOL operator, per VTOL movement rules. They are not particularly special when it comes to targeting, though IIRC LBX weapons get an exceptional bonus against them.
