This does not deserve a help ticket. I took your advice and am posting this here because it is not very important. Every time I transfer units between cities in this empire, I get this pop-up. The units still get transferred, so it's not a problem. By the way, I also thank you for reading the forums.

I have this problem sometimes. It seems linked with not owning a zone for awhile. New zones are the ones this happens to and it eventually fixes itself.

This only happens with very old zones.
