now I'm sure you will take a few of these scenarios to heart and try them out. Simple Vtol run into a city and drop some off, or even on the artillery to silence the guns would be worth a few points of battle armor.
Honestly, the hardened armor was for countering the artillery. The don't have to worry about criticals like other units.

They just can't fit hardened armor.
Reactive maybe, but I expect pulse lasers to be more common.

Pulse lasers are not that common. Look at most canon designs, they use ER lasers far more then they do pulse.

Common enough to be a serious threat. The resistance against other lasers and PPCs is just a bonus.
Especially when the most common battlesuits very frequently use an energy something as their primaries.
