The new RULES level system is listed in Total Warfare, pg10 (defining tournament grade) and Tactical Operations pg275 (defining advanced and experimental grades).

It should be noted that Tournament/Advanced/Experimental are, like L1/L2/L3, actually RULES levels not TECH levels. For example, the old Level 2 gear included such primitive equipment as rocket launchers and such advanced equipment as Clan pulse lasers - the TECH level was all over the place for each RULES level. The point of L1/L2/L3 was to say, "What was used in the old skool 3025 basic sets (Level 1)," "What was used in more complicated game play, involving the Clans, artillery, new equipment, etc. (Level 2)," and "Optional/experimental rules and equipment (Level 3)."

Unfortunately, the L1/L2/L3 rules levels became thoroughly confused with tech levels. So, Total Warfare introduced tournament and advanced rules levels. It also endorsed an earlier tech level system, the tech rating system, that was being introduced at the end of FASA.

RULES LEVELS

Tournament rules level: Basically, if the equipment is in Total Warfare and Tech Manual, then it's "Tournament" level - what used to be (approximately) RULES Level 1 and Level 2 gear. Tournament legal gear may be used in conventions, tournaments, etc. It addresses the rules and equipment widely available to every player.

Advanced rules level: This equipment or game rule is main stream, not optional, but something generally more complicated than needed in tournament play. It includes artillery, capital weapons, and related rules.

Experimental rules level: Optional rules and equipment. Any experimental rules are purely optional, and any experimental equipment is not in mass production/wide available.

OTHER RATINGS

There are a number of other ways to evaluate equipment...

Tech Rating: Scored A, B, C, D, E, and F, this is the actual "tech level" used to say how technologically advanced an item is. Rocket launchers and Clan ER lasers are both RULES Level 2 items (or tournament grade), but Rocket Launchers are Tech Rating A primitive stuff, while Clan ER lasers are Tech Rating E high tech gear.

Tech Base: There are two and only two Tech Bases in BattleTech: Clan and Inner Sphere. Any questions?

Keep in mind that some for tech and rules found in MaxTech are now part of the non-advanced rules. That is were the big changes come to play...

Good catch. Yes, some tech shifted around.
