ATTACK / Declar WAR ?

Greetings
ok so I attacked someone, a poor guy lvl1 and I got a WHOLE BUNCH OF *&^( 
Meanwhile I'm still lvl0 and he can't attack me right ?  but he declared war on me and took a zone away that cost me $400K to get... my troops got stuck behind enemy lines after I paid the $200K and I had to CLAIN THE ZONE with anothe $200K to get it back. I hit the EXIT button and there was no WAR or enter the FREY to be seen...
How did he take back the space ?
Once I conquer a zone do I need to leave troops there ?
He doesnt seem to be able to attack the original zone I pilfered.
Why should I declare WAR on him, in the map area is said it would cost me $300K in the Empire area it said $600K, whats up ??
When attacking it will list your units and you pick the one you want to attack wiht, how do you pick others to join the fight without them being in a lance?

If you are Level 0 you cannot be attacked UNTIL you attack someone else OR become level 1.
He took back the space by attacking you, probably DoWed first to make it less expensive, especially since you can DoW on anyone who attacks you first.
As for units being stuck behind enemy lines. Did you use inf? If so they may have routed and stayed in the zone, effectively removing them from battle even though they are still in the zone.
Don't bother declairing war on him, as his DoW gives you all the benifits it gives him.
You can join with units not being in the same lance by putting their different lances in a company, then putting the units you want to attack with in a zone next to the one you want to attack. Only units in range to attack will attack.

you most definitely CAN be attacked as a lvl 0 without attacking anyone else. I have a friend that makes a habit out of hitting lvl 1-2s and hits any lvl 0s nearby when he finds a target.
