Merc Faction idea

I have been thinking about becoming a merc, and also about having a merc faction. While I can't create a faction as my empire is very, very small, i was thinking if one of the big guys could create one, then it would be great.
The merc faction would be totally neutral to all factions and alliances, but if any faction agrees to protect them, then those factions would get a discount off the mercs in that faction, while causing anyone who wants to hire a merc against them to have to pay more from that faction. Also, anyone who hit the faction would have to pay alot more if they want to hire a merc from that faction in the future.
During a contract, the merc may not cancel the contract unless the merc pays the employer whatever the employer paid the merc first, plus an additional 5% of the total contract's value. The merc would have to tell the employer who he would or would not attack (or for a higher price) before the contract is fully accepted. Once the contract is accepted, then the merc has to post it on the faction's database and once the contract is done, the merc would have to pay a small amount of the payment to the faction leader. The faction would have no (or small) tax rate due to that. The contracts from the merc faction could differ from the current ones in nev where the employer could send a message to the faction leader, who would then direct the employer to a merc ideal for the contract. The contracts could be: Hit and run - Employer pays landing/claiming cost and a quarter to half of the price of the units used plus the price of the pilots. The merc then does what a pirate normally do to the target or just keep on attacking and retreating over an area for several days or until all units are destroyed then retreats the units back to base. Pin - The employer pays a fraction of the cost of the units and pilots used and the landing/claiming costs. The merc then attacks a designated zone which has enermy forces in it and pins them down and cause them to fatigue over a set time. Since such a raid has little chance of getting salvage, the employer pays around $1000 to $10000 per bv killed. Suicide - The employer pays for the full costs of the units and the pilots, plus the landing/claiming costs and an amount of money per bv killed. The merc then uses them to attack and try and destroy as much of the target's forces as possible, until the target has no more units left or all the units are destroyed. Single attack - The employer pays for a fraction of the units and pilots costs depending on the chances of success and a small amount of money per bv killed. The merc then attacks a specific zone and trys to take it from the target. If successful, the employer may take over the zone or pay the merc more to hold it. More types of contracts can be added if wanted.
After the contract, the employer may or may not reward the merc with cities or money, depending on how good the merc was, but all the salvage found by the merc belongs to the merc. Also, the target may hire the merc to attack back the original employer.
Throughout the whole thing, the merc would be entirely neutral and should not have their cities attacked by the target. If the target attacks the merc's cities, then any contracts against the target would be cheaper and the target would not be able to hire any merc from the faction, except at an extremely high cost.
The entire faction may be hired out for a faction war, where the faction declares FWAR on the target faction, but at a high price. The FWAR contract would have to be negociated with the faction leader.
For an empire to join the merc faction, the person would be asked to sign up at the faction's forum. The person would then have to agree to all the rules and list out his empires and other empires that he would not attack. If the person would not accept any one point of the rules, the person's application would then be rejected.
If any merc is found to have broken a rule, then the empire(s) would be kicked out of the faction and/or be destroyed by the rest of the faction. The rules are: Always be neutral. Never claim to be under contract when attacking another empire if you are not. Always keep the contract, or pay back the money and the penalty. Never make underhand deals with the target. All contracts must be recorded and payment made to the faction leader.

Better try in irc, something #neveron_mercs or something like that, haven't needed one so far, and am not one. But active merc factions have been around as long as I have so likely longer.. (First empire I hit was a merc.. Boy did that hurt.)
