Noobs Faction War ?

By now anyone in the Noob faction may have just logged into to find they are now penalized for not being in a faction war as yet.. The question is.. WHO do we blame.. and if nobody WHY are we being penalized ? I say appoint us a FL, and lts war with the top of ladder factions.. SOL watch out here comes the Noobs!
Your maintenance rate has been lowered becuase of faction inactivity. It has been over 99 months since your last faction war. Participating in faction wars will enable you to raise your maintenance rate.
Your skill multipliers have been lowered becuase of faction inactivity. It has been over 99 months since your last faction war. Participating in faction wars increase skill multipliers. Skill multipliers affect the chances of improving skills from training and combat.
Seriously, why are noobs being penalized for being in a faction that can not enter into fwars ?
I would fix this problem, or Nev is gonna lose even more new players as they find themselves growing will be even slower because of dumb penalties beyond thier control. Maybe people recruiting new players would like to keep some of thier new recruits for longer than two weeks too.

Don't worry about it too much, just build up your buildings. Leave your units alone until just before you are ready to leave the Noob faction.

That has to be a bug. The penalties aren't meant to affect anyone below lvl2, which means n00b shouldn't notice.
