What does the Think Tank Life Path rules allow to be invented?

Quite curious. At the Balancer topic there's been much debate as to what the Think Tank life path rules permit for that LAM. There's also the breakthrough event (roll #19), what does that enable a player to accomplish?

I saw Prince's post but left it alone because the "gonna cry?" comment was borderline. I figured it was more of a question about actions than directly insulting Newtype.
