Repair Bay Question

Does anyone know how exactly the new system of partial repairs and low level bays having a chance to repair higher level things works? I know the other day I repaired a damaged movement hover craft at a lvl 2 repair bay, but would I have had a chance of say replacing a limb at the same bay? Does the skill of the techs hired affect what can be repaired now, or only the chances of a successful repair?
I ask because I just salvaged a nice haul of the right sized mech parts in a land war and I'd like to know weather I should keep them handy at the lvl 1 repair bay I am about to build.

Well , you need at Last a LvL4 Repair Bay +a Bunch of LvL3 Techs to replace Limbs. There are only a Few Empires out there who could build LvL4 Repairs on Neveron. From my Informations : MadMans Marauders Nikoforce Clan Frost Badger Steel Roses Trading Co. and Group W (sorry when i forgot someone)

According to the old rules it's says you need a lvl 4. However Randy changed those a little while ago. I'm just wondering if anyone knows the formula for what can repair what and what percentage of chance there is of doing it successfully.
