My construction crews ripping me off!??

After converting my infantry to construction crews, I used close to 10 mil to build 2 commercials and 8 residentials all at 75CF and in the same zone (in two time intervals). I ordered the last 5 buildings last week and as I can see the crews are idle and so the 2nd order of buildings must be done (I checked the all buildings list and all 10 buildings are complete). Yet I only got a 162 pop increase and a $200 increase to my daily gross income from those 10 buildings. So what happened? Did they took the money, built me crappy fake buildings and then kept the rest of the money?

You should check maybe they are communists so working as much as you like and taking as many as you need maybe involved
