if your in omt then you can put mechs in a stable, they have no maintance but can never be used for war and cant be taken out of the stable.

Krynn is quite right... to elaborate... OMT (oversize military tax) is something Randy added to the game to make empires with extremely large militaries prohibitively expensive. If your military maintenance reaches a certain threshold relative to your population you will have a penalty added to your income. However this penalty can be reduced and/or eliminated by moving units into your dueling stable, which has the following effects:
1) Can only engage in combat in arenas, not in land war.
2) Located at -9999, -9999, but gains instant travel time to repair facilities.
3) Contributes to your battle value, but not your military maintenance.
4) Does not provide any salvage when destroyed (or does the salvage end up in -9999, -9999? Who knows...)
The advantages outweigh disadvantages if you duel (otherwise you should not have an excessive military obviously). Note that you MUST have a OMT to have access to the dueling stable option. There is more detail about how much each unit contributes to military maintenance on the sp_breakdown page (which i'm sure some kind soul like TDS (kind sole?) will post as I have lost the link).
