If two units are in the same hex, what determines which side of the other unit is hit? Also, if one unit has no turret can it always shoot another unit in the same hex?

It's random.
When you're in the same hex, just click the target on the list again until the facing is the facing you want to fire from.

in BT units can't be on the same hex (besides infantery) as far as i know.

When I closed with someone in the arena, I expected to have a modifier for my movement. The very next turn, noone moved and we blasted at each other. Same hex, AR-F 8 skill infantry, no movement. He had a 6 to hit me and I had a 7 to hit him. What was going on there?
It said that I was firing at an enemy in arc R (or to the rear) but I thought infantry didn't have an arc. What did I do incorrectly?

It's not that infantry don't have arcs, it's that they can fire their weapons in any direction regardless of what arc the enemy is in. My guess is they are treated as having a turret that obviously can't be locked.

There's a slight chance that a unit will skill down during battle, it have happend to me a few times with infantry.

When units have been multied out, it's not that uncommon to have have them drop a couple of levels. Especially if your taking your time in a arena.
