How do you make a new zones buildable? It says that all of my newly claimed zones maximum building count is 0. What do I have to do to be able to build there?

Only around 1 in 6 zones are buildable so if you don't want to donate to "buy" one of those zones building space then just keep claiming zones until you find a buildable zone with a decent amount of space for buildings.
Or if you are next to a large empire, you could contact them and ask if they have any buildable zones you could take. Some of the larger empires are very good at helping out small empires .
