Tower Crews

My 75CF tower shows a required crew of 15. However, I just commissioned one, and noticed only the (1) skilled crew was deducted during the construction queue. The other 14 unskilled weren't subtracted.
My questions are:
1) At the end of the construction queue, will my 14 unassigned unskilled soldiers be used to fill the tower?
2) If no unskilled soldiers are available, will it take 14 skilled soldiers?
3) If no unassigned personnel are available (qty 14 of skilled or unskilled), will the construction fail?

Only the CO of the tower is taken and it is from this one person that the towers gunnery will be taken. Don't worry this caught me a bit off gaurd at first as well.
