Quite a few out there Mil.....
Best bet is to check out mIRC on #Neveron chat channel. There are quite a number of those types of folks out there.
In the game, check out the Empire Directory and look for the RED highlighted factions (those will have openings their are recruiting for) and you can check their websites if they have one.
Im sure there will be plenty of advice on this forthcoming....just keep your eyes open for them

Guess I’ll add my two cents…
A lot of new players ask this question, wanting to join an established faction and not do the heavy lifting required to make such a faction… They miss the point; a faction is only as good as its members. Any faction that can muster a quarter of its people in short order makes a solid faction. Ask yourself this question, “If attacked will my faction come to my aid, will someone respond to an attack? Will I respond to help a fellow faction member even if it means my empire’s destruction?” If you answered “Yes,” than you’re in a good faction. A faction is only as good as its members. If you’re in a faction that never helps out its members, move to another one, till you find one that does.
mil, you should really wait till your past Level 6 before you start looking to do serious research and production…. By then you should have the infra and military built up to support and protect what you have built. Though with the new empire classes maybe not so much now but it’s a good rule of thumb…
At low levels, empires should concentrate on infra (commercial development) and conquest to establish the base economy needed to sustain research development. Empire development should follow this path….
Conquest/Expansion -> Build-> Consolidate->Conquest/Expansion->
Empire Life Cycle…
1-4 Land War: High Construction: Moderate Production: Negligible Research: Low
5-7 Land War: Moderate Construction: High Production: Negligible Research: Low
8-10 Land War: Negligible Construction: High Production: Low Research: Moderate
11+ Land War: Negligible Construction: Low Production: Moderate Research: High
It’s my opinion take it for what it’s worth….
-------------------- I find that violence is a perfectly viable solution to most problems....

The problem I have found with a lot of the lwing factions is that if you ask for your factions help when being attacked by them and anyone responds with military aid then another experienced LW empire drops on the helper and so on. So in most smaller factions , if you get attacked you are left to the wolves.
Since the lwing empires know that they are doing and have the advantage of experience and can concentrate their elite forces while the defending empire has to protect numerous cities then asking for help generally gets your faction mates killed too.
Lwing factions make the claim its only enforcing one on one but thats crap ! An elite force combined with an experienced player will always cripple the best defended normal empire. Plus a normal faction might only have 10-15 players , not all active at one time. HoC or Cult or Dest or UDC can call upon dozens of people to control warring empires or make raids around the clock, wearing down the defenders if necessary. There will always be a time when the smaller faction has no one to cover and the raiders gleefully drop that battalion of infantry and wait on abr doing its dirty work...
In essence , once Hoc or Cult or Udc drop on you , forget it , its over , anyone helping you gets creamed , you might as well sign off or start that new empire. Even if you survive by surrendering then you have to watch out ! Because the player that just crushed you has now lost interest and has told one of his friends, so when you come out of surrender ... bang , another raider takes you down again.
Happened to me , level 7 empire broken by an over night attack by one of the more famous landwarring empires. After the 30 nev days of restriction was over (and still a -1000 morale) , second landwarring empire from a totally different (but no less feared) faction, crushed the rest down to level 3 ..
From 120+units down to 4 in 4 days ... nice .
