Yearly Budget Planning:

The total projected income, with expenses taken into account, for next year is roughly N$500 million. The budget commitie here by proposes the following budget:
Urban Consolidation: $100,000,000
Due to the recent activity of pirates it is suggested that current plans involving consolidation of cities be pushed forward. The money devoted to this project will be used to construct new homes in a more centralized area and move our citizens to the new city. This should provide sufficent funds to finish the project by the end of this year, consolidating 10 small and medium sized cities into a single one. This project will also lay the ground work for the introduction of 2,500 new factory jobs. The new single city will allow the consolidation of forces into fewer zones, allowing them to fight more effectively against pirate raiders and attackers.
City Tower Defenses: $60,000,000
In addition to the redeployment of forces away from small cities which are to be demolished, the new city shall have IDF towers deployed in it. Primiarly surplus parts shall be used, however the IDF weapons and ammo will have to be purchased. It may be possible to obtain the IDF weapons at a discount, if so the surplus devoted to this project shall go toward the installation of spotter towers and point defense towers.
Vehicle Military Refit: $150,000,000
Due to the increasing size of the empire better units are required. A gradual shift must be made away from current outdated technology. Because these new forces will mostly be protecting cities VNG-A4's were considered, however due to the limited usefulness of these tanks should they be needed in more open areas the idea has been rejected. The Zhukov heavy tank has also been rejected due to its limited ammunition supply. Tanks still being considered by the military are PIK-N, VNG-A3, and GOB-33E. Outdated equipment may either be recomissioned and used as a reserve force or sold on the market as the situation dictates.
Mech Military Refit: $30,000,000
In order to have an effective, cheap, fast response team for pirates, skilled light mech pilots shall be gradually moved into fast meduim mechs suited for countering pirates. Current light mechs will be kept as trainers or scouts for field artillery.
Internal Security Manuvers: $50,000,000
Due to the pattern of pirates attacking roughly once every nevyear it is suggested that an ammount of money of at least fifty million nev dollars be used for internal security manuvers. These funds would be used to ferret out pirate threats before they are found, and to moblize forces in the event that a pirate attack does occour. Salvage will be sold if it includes high end weaponry, light mechs, or rare parts which can be sold for a high proffit. All other salvage shall be kept in surplus for eventual conversion for use by our own forces.
Emergency Fund: $100,000,000
Although the current emergency fund is considered to be more then adequet, it is suggested that it be further expanded this year by an additional 100 million. This is intended to provide more of a buffer for when attacks upon the empire do more dammage. The $100,000,000 would be added to the emergency fund and frozen until a state of emergency is declaired.
Surpluss Projected: $10,000,000
Potential other income generators:
Note that repair bay sales are not included in income projections because they are difficult to predict and therefore unsafe to rely on. It is possible that repair bay sales could generate as much as 20 million in additional income.

Next I think I will write a transcript about different military types bitching about what tanks to get. Forgive me if you don't like government buracracy type stuff, but for some reason I always find it facinating and enjoy writing about it.
Oh, BTW, these numbers are made up mostly (I picked a nice round income number, then used current market values and the like to project how much different things would cost). So no, I am not compromising anyone's empire (not even my own oddly enough  )
