In 2765, the Luxor-class heavy cruiser SLS Black Rock was serving as the flagship of the Star League Defense Force Thirteenth Fleet under the command of Admiral Oliver Finch.

The SLS Black Rock and the Thirteenth Fleet had been suppressing the various "bandit forces" active in the years prior to the Periphery Uprising, with the Thirteenth operating from bases in the Lyran Commonwealth and Free Worlds League; when the Uprising began, the SLS Black Rock and the rest of the fleet were deployed into the Magistracy of Canopus.[1][2]
