I removed the use of the word "incumbent" because isn't proper for a fictional setting. We've had this debate elsewhere as far as what constitutes "present" in fiction, so the decision was made not to imply present tense in articles. Yep he did. But to be more accurate, Ilsa Centrella had a child with her brother. Principles of Desolation has a great ending where Ilsa explains to an astonished Danai that her father is terribly inexperienced with personal matters and it was easy to seduce him. Because she bore him a child she now has a singular advantage over Daoshen. More importantly, as the embodiment of their nations, the Magistracy of Canopus has a singular advantage over the much more powerful Capellan Confederation. Her decision was as coldly political as anything Daoshen has ever done.
