Villius Tejh served as Precentor Sian during the Fourth Succession War, advocate Precentor on the First Circuit and overseeing command of all ComStar hyperpulse generators in the Capellan Confederation.[2]

Villius Tejh joined the ComStar order during the Third Succession War, rising to the rank of Precentor Sian, serving on the Order's First Circuit during the reign of Julian Tiepolo. Tejh would remain a member of the First Circuit during the Fourth Succession War, deeply involved in the Order's relations with the under siege realm.
Remaining on the First Circuit after the death of Julian Tiepolo and the ascension of Primus Myndo Waterly, Tejh found herself the focus of increasing tensions between ComStar and the Confederation over the deployment of Com Guard troops to the nation's HPG compounds, Chancellor Romano Liao only accepting under duress to avoid HPG transmission cost increase to supposedly pay for station upgrades. Attempting to curry the Chancellor's favor, the Maskirovka produced evidence indicating that Tejh was selling Capellan secrets to the Federated Commonwealth, Maskirovka agents falsifying data indicating a relationship between Tejh and her exiled brother Tormano Liao. An angry Romano would twice demand the removal of Tejh, but both he and Primus Waterly would refuse the claims, forcing her to take matters into her own hands. In 3041 Maskirovka agents would attempt to assassinate Villius Tejh during a motorcade tour of the capital, the wounded Tejh saved by a detachment of BattleMechs from the Com Guard garrison on Sian and rushed to Terra for treatment. While the "terrorists" were never apprehended, ROM did discover they were operating under the direct orders of the Chancellor, who now threatened to forcible eject the Com Guards from the Confederation if the spy Tejh was not removed. Primus Waterly countered that the Chancellor's assassination and threats could force ComStar to delcare an interdiction of the Confederation.[2] [3]
Following a tense three week stalemate, after Precentor Martial Anastasius Focht convinced her that the military option would be excessively costly, Primus Waterly ultimately informed the Chancellor that due to concerns about Villius Tejh's health after his recent "accident" that she would replace her with Adept Jen Li as the new Precentor Sian. Romano Liao was delighted with this change, she personally knew and trusted Jen Li, whose father was an official in the Maskirovka and related to House Liao by marriage. Unbeknownst to the Chancellor, her trust was misplaced, Jen Li was actually a longtime ROM operative posing as an Adept, feeding ComStar information about the inner circle of the Capellan Confederation since the 3030s, a mission that would continue even with her promotion.[2] [3]
