| Play Civilian Settlement only in one of your regions. Activating Civilian Settlement scraps all other Terrain cards in that region.
For every 3 damage dealt by attacking 'Mechs to 'Mechs or sites you control, the attacking player scraps a card from his or her Stockpile. Use this ability only during a mission whose target is in the region enhanced by Civilian Settlement.
