Romano Liao was the second daughter of Chancellor Maximilian Liao. She took control of the Capellan Confederation after the Fourth Succession War, displacing her mentally ill father. She was considered by many to be insane, and was the almost the image of the insane despot, putting people to death for no apparent reason. After successfully having her brother-in-law Justin Allard assassinated, her sister Candace Liao assassinated her and placed Romano's eldest child, Sun-Tzu Liao on the throne of the Confederation.
Though Romano never married, she had two children with her Maskirovka director, Tsen Shang, Sun-Tzu and Kali.
