Is this "Level 4" an in-house designation for advanced equipment in the Sarna wiki? The new Total Warfare system of rules levels is:
Tournament Advanced (non-tournament) Experimental (non-tournament)
"Advanced" equipment is widespread but not suitable for tournament play: artillery, capital weapons, flight decks, etc. "Experimental" equipment is rare gear not in widespread use that is also not suited for tournament play. --Cray 06:47, 19 February 2009 (PST)
