Governor Yvgenny Kubayshev was the Planetary Governor of Shiloh, for the Republic of the Sphere, from at least 3130 to 3135.[1][2][3]
Personal Appearance[edit]
Yvgenny Kubayshev was considered to be a great bear of a man, as he was much larger than average size.[3]
History[edit]
Kubayshev was still Governor as of June 3135, at which time he supported Thaddeus Marik's Shiloh Alliance, and its proposed (and later failed) attempt to conquer Phecda.[3]
