This appears to have been clarified by Historical: Liberation of Terra Volume 2 which states that Zebebelgenubi was a Star League member-state world conquered by forces from the Amaris Empire Armed Forces during the Amaris Civil War.[21] As the most recently-published source, this would appear to correct or supercede earlier texts such as The Star League and Dark Age: Republic Worlds (3130).
