Maybe RAC's, but regular AC's fire short bursts. Short enough that all of the rounds hit the same location on a 'Mech, and short enough that if one hits, all do.

1. Most probably because keeping track of ammo expenditure would be "messy." And if, in general, ASFs can, why can't mechs? (i.e. hosing with burst of fire or beams). And now the rule is so firmly entrenched that it won't change, either way.
2. Long...
a. Liftoff requires a safe thrust of at least 2.
b. Once airborne, an aerodynamic craft must never move more hexes in a turn than twice its safe thrust.
c. Once airborne an aerodynamic craft must not end its turn with a velocity of 0; in this case it crashes.
d. At the beginning of each turn reduce the craft's velocity by 5.
{So it is thus possible to fly with a 2/3 craft--once the 5 has been subtracted thrust at least 1 TP, leaving you (at the end of the turn) with a velocity > 0.}
e. diving gives you more velocity.
3. Overthrust adds a modifier to your hit rolls, like running does mechs (+2). Also, in craft that have less SI than the thrust you're expending (like an 80-ton 7/11 fighter with an SI of 8, overthrusting) you have to make a piloting roll or take damage.

Well, WE can't. FanPro would have to. But if you make up good house rules that the people you game with like, then those rules become pretty much standard in the games that you are likely to be invovled in.
One thing you could do, I guess, is to say that the number of rounds expended is the number of hexes hit, starting where you want in the strafe, and continuing from there.
BTW, that strafe is very much wimpified. The original was 3 hexes wide, across the entire board! Everything inside gets attacked.
