This launch came after a three-year legal battle between the Terran Hegemony, Dekirk AeroSpace, and Challenge Systems, a shipyard based at the Federated Suns world of Galax. This legal wrangling revolved around Challenge's claim that Dekirk had stolen its design for the Congress. Although neither the Hegemony nor Dekirk admitted liability, they eventually included Challenge Systems as a partner in the construction of the vessel. The Congress' 1.5-G acceleration made it one of the swiftest frigates constructed during the 26th century, although the vessel was only slightly more maneuverable than the transports it guarded. The Congress was also equipped with a sophisticated sensor suite and data-processing system to perform its secondary mission as an information-gathering craft. Every cubic centimeter of a Congress Class ship is used to maximum effect, yet the vessels remain surprisingly comfortable and easy to maintain, a trademark of Dekirk AeroSpace's design work. The Congress's only flaw is its lack of fighter support, which many vessels remedy by transporting DropShip fighter carriers. The Congress's main armament comprises a mix of naval autocannons that can cripple or destroy most targets. Killer Whale and White Shark missile systems compose the vessel's secondary armament, along with eight conventional large lasers for aerospace defense. Congress Class vessels have appeared in Clan fleets, and one vessel, the Fire Rose, has seen action against Inner Sphere forces. The Clan Congress seems to differ little from the Star League version, save for the addition of a lithium-fusion battery system. Another Clan Snow Raven MK II refit, this one features the ATM-12 Launcher and Heavy Large Laser to the Secondary Weapons mix, also included was a array of AR-10 launchers and the upgrading of the ships NAC/20's to NAC/30's, with these in effect the new upgrade is very capable in the escort or patrol capacities
