As the Title says the challenge is based on building the Carrier around a C-Bill budget more than anything else, but the ship must also meet 4 other requirements in the design challenge. So with no further adue here are the requirements for the [b] Carrier on a Budget Design Challenge[/b]
1. 10 Billion C-Bills for the construction Costs 2. Ship must carry at least 4 dropships 3. Inner Sphere Tech Level II, with the exception of the use of ERLM's from the Lvl III catergory, to me they are perfect for warships, hence the reason for them being allowed, [b]but that is the only LvL III piece of Tech Allowed!!![/b] 3. Ship must be able to carry at least 120 fighters, along with fuel store specificaly allocated to the fighters and not to ships fuel. 4. Must have HPG in design. 5. Suffient Cargo Capacity equal to 3 percent of the ships wieght

I think creating a design challenge with the current Aerotech/BS posters is kind of useless. Why btw the inclusion of ERLRM's, lvl3+ tech? IIRC 99% of a warship cost is located in the KF drive, so on a budget will rather result in very small designs. Now I'm a bit out of touch with light in WS terms, so I don't know if your proposed battlecarrier is heavy or light. You might want to skip on part of the naval armament, as it's quite heavilly armed. (Now I will have to check the FM: FWL before going to sleep to compare to the thera...)
Rather to blow up, then.

Pretty much, though an HPG (1 billion CB before the x2 final cost multiplier) can create a noticeable bump in the price.
The difference between a 0-dropship, no lithium fusion battery 100000-ton corvette and a 0-dropship, no lithium fusion battery 2500000-ton battleship isn't dramatic.
