Not so much house rules as a tactics shift: if possible, I only stand behind partial cover when it drives up target numbers to 10 or higher. Then it becomes quite convenient, even though the chances of head shots go up.

I kinda like the MaxTech version: a +1 to hit (or 0, I forget) and roll normally on the hit table. Leg shots miss.

Agreed, I avoid partial cover unless the enemy has almost no chance to hit me. They will likely choose another target than was a bunch of shots on a difficult target.
