I do like the idea of having inferior units on the outer edges of the periphery.
As it is probably cobbled together, the weapons would be what they have available at the time. I was going to ask about maintainence of the laser, but that would be picky in a situation that you can't be.
It definitely is usable in that situation.

Lasers have a maintenance issue in getting high tech parts, but avoid the problem and high costs of ammo supplies.

The main intent was to use the Heavy Rifle and perhaps also play with the Fission engine.
Medium Lasers are prevalent enough that replacement parts shouldn't be too difficult. They are likely the most common weapon in the entire game.
