Case study kind of thing, not sure which faction or such would actually use this, I can see uses for it, but not sure how practical it is for the game overall. But Goose got me going on trying to figure out if a Long Tom would work, it won't not on a normal hovertank, so I went with this. Next up might be the cannons...

Wow. I know I would like to use this tank in a few assaults. One of them was to hit an island fortress. The long tom is good, but direct fire isn't possible, like it is with the sniper. I would think it would be able to support a few battles, if close enough. Speed from one to another, without needing a full company of artillery.

Yeah it has advantages, but it still has drawbacks, like cost etc...but again I do see your points.

If the unit is effective, and helps you win battles with fewer losses, then the cost isn't so bad. Initial buys might be, but saving units, like mechs, would more then make up for it in the long run.
Also, the ability to move quickly, would mean trying to counter attack it would make life very difficult for those the artillery was used against. Been a while, so not sure if an artillery unit can be used when moving, and I would think it can't be, send a few back some to set up, while a few distract and slow the enemy. Rinse and repeat. Granted, it wouldn't happen all the time, but fleeing land units by moving across the water would definitely be a major advantage.
Yeah. A little light on armor, but it is a support unit, not a main line unit.
