The custom decals folder is for those decals that the user has imported.
In short, anything you find in that or a subdirectory thereof has been added since the game was installed.

Those "decals" or pictures(whatever) are downloaded to this directory each time you play MW4 online.

Ah, I did not remember that automatic feature. It does make sense though. What good are those custom decals if no one can see them?
