Fast, well-armored, moderately armed, massive dropship capacity and quite capable of independent operations...well, it's definitely a cruiser, a good cruiser (if expensive by BT standards, but this isn't for canon BT, so...)

It's the docking collars that are making the price so high. Strip them off while leaving the LiF battery and HPG, and you'll be down to 8-9 Billion CB.
But, if this is for a custom setting, you can alter the pricing scheme.

Never knew an HPG weighed only 50 tons... You could strap it to a DropShip if you wanted!
Is that possible? Making, for example, a Union or Overlord variant that carries an HGP array? Would be great for people invading planets and wanting to stay in touch with their high command.

It is for a custom setting, I hadnt noticed the DCs as being the main cost item, since they are a nesscery evil for warships to some degree. HPGs thou do cost an arm and a leg and the kitchen sink.
I will play around with the overall cost issues for the setting and let you know what I come up with.

Yep. Want to build a 2 battleships for the price of a Fox corvette? Let the BB's have their HPGs and Li-F batteries, but don't give them docking collars.

Yes, but the cost will kill the ship's chances of being very appealing to anyone outside of the military and even then they might forgo it.
I am sure you could with some fluff reason and if need be extra equipment, I don't see why you can't mount one on a dropship...
