Before the Star League fell it was common for people to travel between planets is a solar system. Drop ships where to busy with cargo to be worrying about transporting small amounts of people. So it was common for people to travel in small craft. A smart captain could make a very good living transporting people and light amount of cargo between planets.

This is a common ship design that was used. It has a decent amount of speed with out the engine taking to much of the ships mass.

Under no circumstance should any of this shuttle ever be taken anywhere near where a battle might brake out as even the lightest attack will destroy the shuttle.

Shuttles of this class are for the most upper class that feel that they are entitled to the best that there is to be offered. Each of the four first class cabin are double occupancy. The second class and steerage class cabins are not for people traveling on their own but are for the use of the first class passengers. Each first class cabin has a second class and steerage class cabin for any personal staff that the first class passengers may want to bring along with them. Each passenger also has two and a half tons of cargo space for their use. Its commonly used for a full sizes luxury car but it can be used for just about anything. If someone uses their allotted cargo space for something other than a car the cargo will be unloaded after any cars. Those who have not arrived at the status of a billionaire might rent space in such a shuttle. Multi-billionaires might own such a shuttle to travel in.

This shuttle was designed to transport the most number of people that the shuttle could safely carry. The passengers comfort was a very low priority. On long trips where a lot of cargo space will be needed for food supplies the passengers are limited to 25 kilos of extra baggage for the steerage passengers and 80 kilos for the second class passengers. On shorter trips passengers might be allowed extra cargo space.
Why argue if the glass is half full or half empty, when you know someone is going to knock it over and spill it anyways.
