Unless they're to soak up crits, Double Heat Sinks seem unnecessary.
Using a Small Aerospace Cockpit though, you might be able to fit a Small Pulse Laser for self defense.

That I am not sure about, BUT I can adjust the engine weight by using the custom engine feature which could be reduced to cover the fractional fuel tonnage, does that help?
