Those families that would become to be known as the Dragon’s Daimyo and Samurai Clans, the current hereditary military nobility, were established during the 23rd century’s final expansion of humanity to the stars.
With the final influx of greedy corporations and individuals vying for wealth and power it became necessary for the then current ‘Daimyo’ (powerful landholders who considered themselves feudal lords of ancient Japan upon their colony worlds in the north east quadrant of the Inner Sphere) to establish or maintain a well-paid ‘retainer’ mercenary military forces in order secure their lands against rival military forces (… these majority of these preeminent ‘retainer’ mercenary forces, were experts in modern and edged weapons, and belonged to either family owned mercenary forces or corporations that stylized themselves as modern samurai clans without a lord or master, and calling themselves Ronin mercenaries who cultivated the bushido codes of martial virtues whilst wearing the two swords.)
Over time those ronin retainers who demonstrated unflinching loyalty would become the future stewards and chamberlains of their respective Daimyo estates, and as they passed their duty (military contract) from one generation to the next, where they were once used for defence they were now waging wars to increase their daimyo’s estate as an age of expansion and alliances was being established.


Birth of a dynasty
Kurita Shiro, born in 2270, to the powerful Kurita Daimyo family city state of Yamashiro on the colony world of New Samarkand, who’s upbringing reflected the philosophy of the day, regarding Daimyo / Samurai culture, that of statesmanship (including political and economic theory) as well as military adeptness (including advanced theory, modern weapons of all kinds, swordsmanship and martial arts.)
As Shiro grew older, by the age of 24, he had quickly demonstrated his skill in the arts of war and diplomacy - rising in power by outmanoeuvring all opposition, becoming the youngest Daimyo of New Samarkand’s feudal lords. In less than a year thereafter his forces had conquered the remaining five city-state lords where he proceeded to create a single ruling government over all of New Samarkand.
As the Exodus neared its end and the acquisition of jump-ship technology was becoming readily available Shiro realized he was now in a position to expand his empire through acquiring Jump-ships (making interstellar war and possible).
He was therefore able to utilize his fellow regional worlds Daimyo’s hatred toward the Terran Ozawa Mercantile Association to establish an alliance upon Galedon V (together with nineteen other nearby worlds). With the establishment of his own mercantile association and military security force this eventually culminated in his first interstellar military operation and the eventual defeat of the Ozawas.
By early 2309 Shiro had assumed complete control over the alliance … and for the next two decades Kurita Shiro created Doragon no Teikoku - Empire of the Dragon – and like Hideyoshi his burning desire to succeed as a samurai differed from his contemporaries in seeking to overcome his adversaries peaceably, through negotiation and alliance building rather than through brute force, he naturally chose to rely on his wits rather than weapons, on strategy over the sword, and ultimately he became the supreme ruler and unified vast area of space torn apart by civil and political strife.

Social Reformation
Kurita Shiro recognised that within a modern society 17th Century values and action by the Samurai Class toward the people was completely unacceptable, he therefore established a society and government with the core tenant of Noblesse Oblige – nobility extends beyond mere entitlements and requires the person who holds such a status fulfil social responsibilities … whoever claims to be noble must conduct him/her-self nobly.
This unique unitary state he and his descendants created encompassed a Shogunate monarchy, retaining executive power as the head of state, whist the nobility made up of a peerage of vassal lords and their Samurai (in ruling their respective Region, Prefecture, World or Province).
Whist the nobility retained a position right in a formal order of precedence to certain titles, election to the House of Lords, and the right to an audience with the monarch Shogun.
Their aristocrat status / duty are to lead or govern their community – ensuring their happiness –whist belonging to the military caste they are required to perform their military duties as officers.
The commoners, however, are allowed to participate in the government through electing their representatives to the House of Commoners within the Diet – where they are allowed to discuss create and modify laws as prescribed within the constitution.

Social Organization
The Empire of the Dragon is based upon the concept of tendo (“way of heaven”) and is considered to be an extremely homogeneous and harmonious society culture (by foreigners) in which there resides little variations with regards to shared meanings or beliefs; their people are believed to have a strong consensus / dominant way of thinking and acting.
Their society is recognized as a vertically structured, group-orientated, in which the rights of individuals take second place to a functioning harmonious group. Traditional ethics are encouraged including respect for authority, loyalty and order above all else is valued, whether that be for the state, the family, the school or the employer.
Though with regards to family relationships, absolute obedience is demanded from members of the family toward the house head (kacho).
Children are the centre of the family and child rearing is seen as an extremely important role.
Among family members (and the legal framework) there is equity to both sexes, it is the norm rather than an ‘ideal’ – including equal pay, education attainment and employment attainment.
Compulsory education commences at age three with kindergarten, at the age of five commence six years in elementary school; followed by four years in middle school; followed by three years in high school.
The pervasiveness of contemporary social background is recognised as extremely important to a person’s prestige, lifestyle, education, or vocation.
Distinction is based upon the individual’s status as either a warrior; government official; merchant; artisan; labourer / farmer; or being a member of the unproductive class. The distinction between the samurai and the other classes is symbolized by their dominance of society by force of arms, as samurai, by law, they alone are allowed to wear the two swords that are forbidden to other classes.
Social groups of all kinds are fostered constantly through a strong sense of group solidarity either at school or work, leading to a highly developed awareness of insiders and outsiders. Competition between groups is encouraged, however, the vertical structure of loyalty which overarches and encompasses the competing entities, usually ensures that consensus can be obtained at the appropriate level if required.
The finely tuned ranking order that pervades society is also based upon relationships - the characteristic of superiors and their subordinates and is often likened to bonding between parents and children.
Paradoxically despite the pervasiveness of nobility samurai hierarchy institutional affiliation is recognised as more important identifier for common citizens. This preference combined with the existence of a highly uniform (yet competitive) educational system has led to an egalitarian social system for the common citizen.
In order to recognise individuals, from non Samurai families, who possessed superior abilities mechanisms were created between the class structures to allow a path of mobility between the Samurai class and the civilian class became possible –
An individual (of any age) of a civilian class family can be adopted into a Samurai Clan – ie. the Samurai Clan will take them into their estate and adopt them into “fosterage”, children however, will require their guardians to permit, though few refuse as Samurai Clans are very powerful, and it is considered a great honour to be fostered by a Samurai family.
Also as a member of the Dragon’s Military, as a non commissioned officer, in the demonstration of exemplarity valour in action against an enemy force - their action, when recognised during a ceremony, will grant them the rank, duty and privileges bestowed to a samurai, which is bestowed upon the individual by the Shogun.

Religion and Philosophy
Societal values were originally based upon the concepts of Purity and Harmony, and were originally based upon Shintoism, Buddhism, and Confucianism.
The Empire of the Dragon, however, over time the concept was re-evaluated to the concept of tendo (“way of heaven”) and a freedom of religion was initiated which remains as a cornerstone within the Empires’ belief that in order to establish a harmonious society the state should in no way interfere with an individuals’ belief as long as their beliefs in no way harm the Empire.

Social Rank
House rank is not only dependent upon the office to which its ancestor had been entitled to by the imperial court as is passed from the House’s head to their heir upon their death. Ordinary individuals who can prove their worth through academic or artistic merit and can rise from a lower social rank to that of a higher social rank through their diligence, ie a child of a labourer who proves their academic skill may obtain a degree – be employed by the government and work hard in order to increase their social rank.
The Shogun also has the power to remove / create appointments for any person as required despite their social rank.

Shogun
The absolute ruler of the Empire of the Dragon is the Shogun (as the position of Emperor will remain empty until the time that the Shogun becomes the ruler of the Star League). He or she is the military dictator and is tasked with unifying the empire whilst bringing security, stability and financial prosperity to the Empire though his / her vassals and the policies they enact.

Keeper of the House Honour
An officially established position within the Imperial Court, the custodian of the Keeper of the House Honour is usually an unmarried women from the Imperial Family and is responsible for maintaining the Dictum Honorium, a detailed code of conduct as to social norms (acceptable or unacceptable), the ideological rules of etiquette and cultural philosophy.
In accordance she has the power to influence Court policy, however most keepers rarely utilize their position – and always in private so as to be seen as acting in accordance with their position in society.

Nobility
The nobility are the financial and military heart of the Empire. Their role is to implement the will of the Shogun. Maintaining their position is derived by their performance – incompetence intrigue or backstabbing is not permitted.
Kuge – the hereditary class that dominates the bureaucratic / other posts throughout the Imperial Court. The Kuge are divided into two classes, the higher dojo and the lower jige:
The higher dojo are responsible for all the executive positions within the Imperial Court and within the various Ministries. The most prominent members of the Kuge ne dojo could be appointed as daijin (minister) or daijo-daijin (chancellor); and
The lower jige are in charge of all miscellaneous business within the Imperial Court.
Daimyo - individually and as part of the aristocratic Samurai class’ duty, their responsibility and obligations is to protect, serve and govern to ensure their peoples safety, welfare and continued happiness.

Samurai Clans
The family is fundamental to Doragon no Teikoku (Empire of the Dragon), incorporating different structural and contextual variables such as customs, beliefs, relationships and religion.
The overall goal, however, is to build a series of relationships in a way that breeds cooperation, respect, kindness and love.
Each individual’s perspective is to strive to increase the honour, power and wealth – monetarily and militarily - of their respective Clan.
Some Samurai clans, however, rather than being primarily military BattleMech forces, can be either conventional forces, aerospace, naval captains etc – and some may even own and build the weapons that protect the realm rather than within the military directly ….
The finances of each Clan is also a means of determining their social status within the overall Samurai Clans ….
Parent / Cadet Brach relationships will affect a Clans finances / social position – those with a noble Clan affiliation will have access to a variety of offers that are denied to those with financial difficulties.>
Thus the diversity of each Samurai Clan can be considerable.
Each Clan, however, may have its own internal social structure – based on merit, such as being based upon their rank within the military – or can even be based upon family relationships to the main family – ie. brother / sister / aunt / uncle / 1st cousin / 2nd cousin etc.
It is also a requirement of individual members to obey the instructions given to them by the head of the family – though those instructions can be in contradiction with law, their own honour, or may even produce an ethical dilemma – thus their action can become questionable based upon the instruction provided.
Heredity appointment, as each District is ruled by an individual Samurai Clan – their Daimyo / Shugo-Daimyo house’s head (kacho) is recognised as the District Commander – either administratively / militarily or both at the same time.

Order of the Five Pillars (O5P)
The Five Pillars
Gold – Signifies the Imperial Family and its governing apparatus;
Steel – Signifies the Military;
Jade – Signifies the importance of the family unit, filial devotion, economic prosperity, the flow of wealth and commerce;
Teak – Signifies care for the environment, cultural responsibility and artistic responsibility; and
Ivory – Signifies health, faith, philosophy and the appropriate codes of conduct.

<They are somewhat similar to a Commissar and are pervasive throughout the entire Empire.>
The order was originally developed with the aim of educating and assisting people to adapt to the Empire of the Dragon (Japanese) culture. Over the years the order has developed into a quasi religious order assigned throughout the empire, (including all education facilities, corporations, Daimyo Households, Regular and Ronin Units) in a supervisory office responsible for their cultural education (ideology).
It was their action that every Military District / Prefecture / World / Cities etc within the Empire of the Dragon was renamed to reflect the Empire of the Dragon (Japanese) culture.
It may appear that the O5P have power within the Empire of the Dragon, however this is not the case, as the shiko no miko (Supreme Priestess) have ensured this never occur through the establishment of safeguards.
They are also assigned to new governments of planets recently conquered in order to ensure an orderly transition into the Empire of the Dragon <they are taught that this transition may take generations thus they should not be overly zealous – harmony is required first.>
Open to females only to qualify as a shinshoku, (‘god’s employee’ of the Shinto O5P), a novice must attend a school approved by the O5P or pass a qualifying exam.
Ranks / responsibilities:
shinseiji – Neophyte – the lowest rank within the O5P.
kohai no miko – Junior Priestess – Undergoing indoctrination into the O5P;
miko – Priestess – Teachers / Administrators;
kohai no saishi-cho– Junior Chief Priestess – Customary supervisory position / Junior executives;
saishi-cho – Chief Priestess – Senior supervisory position / Senior executives – holds jurisdiction over Prefecture;
shiko no miko – Supreme Priestess – Director supervisory position / Board of Director – holds jurisdiction over Military District;
saishu – Keeper of the House Honour – The highest rank within the O5P and the supreme priestess, the chief of religious ceremonies. The post of supreme priestess is always filled by an unmarried princess of the Imperial family where she devotes herself entirely to the position that comes with it incredible political influence throughout the Empire.

Court Ritual
Appearance is important, however, it is not important as being to the point that every action will be scrutinized. Only those events that require a court function are highly ritualized.

Consists of a thorough understanding of the virtues that all citizens and samurai should possess …

Senior high schools (kotogakko abbreviated to koko) all students are required to study Nanso Satomi’s The Hakkenden (in addition to other classical works) in order to gain a deeper understanding of appropriate virtues as represented by the characters … these include … Dosetsu – loyalty; Shino – Filial Devotion / Piety; Sosuke – Duty and Obligation; Genpachi – Faith; Kobungo – Brotherly Affection; Dihatchie – Sympathy and Benevalence; Daikaku – Proper Form / Courtesy; and Keno – Wisdom.

Homu-sho, The Ministry of Justice, dictates law and order for all civilians - from the police to the court and the penal system.
Law enforcement within the Empire is provided by the prefectural police departments under the oversight of Empire Police Agency – the agency is an apolitical body and free of direct central government executive control. They are checked by an independent judiciary and monitored by a free and active press.
Criminal and civil cases – the judicial system is capable of investigating, adjudicating offences effectively and impartially while ensuring that the rights of suspects and victims are protected – nobles and commoners are considered equal under the law.

Secret Service: … Dragon’s Special Security Intelligence Agencies - nickname “Metsuke”, which means ‘all-seeing eyes’ and was used by the secret police during the time of the Shoguns.
Foreign Security Intelligence Agency (FSIA) –The current incarnation is responsible for conducting foreign surveillance and intelligence-related work throughout the Inner Sphere and Periphery, primarily through the use of human intelligence.
Domestic Security Intelligence Agency (DSIA) – Tasked with internal security and counter espionage against threats to the Empire of the Dragon’s national security based on the subversive activities of individuals and organizations. Officers have the right to arrest anyone during a law enforcement operation and force anyone, who is relevant to the case, to be involved in the investigation.

Commerce
Doragon no Teikoku (Empire of the Dragon) encourages trade and tourism between member-planets and with other realms. For the most part the state allows the free market to work, as imports, exports (due to export competitiveness) and tourism have steadily grown providing an increase in surplus funds upon these member planets which has resulted in an overall decrease in unemployment.
Trade within the Empire has a long-established system of wholesale distribution and retail marketing, characterized by numerous intermediary levels in the distribution of goods and small, often family-run retail outlets within small towns whilst large department stores, supermarkets, discount chains and planetary online commerce have become widespread in larger cities.

Unions
Enterprise unions are affiliated / organized on craft lines, and are used to discuss the formulation of general policy - thus they act to advise - and as sounding boards they recommend new policies to government bureaucracies. Management relations are generally non-confrontational – assistance is usually required only during the annual institutionalized “spring offensive” (shunto) wage drive.

Taxation
Tax revenue accounts for the second largest source of the government’s total income (largest being profit from government managed businesses). Foreign goods (on the whole) include a moderate protectionist taxation amount in order to protect domestic markets.

Transportation and Cruise lines
The empire is attempting to develop a premier interregional jump-ship transportation service and cruise line industry, in order to become the Inner Spheres principal space-going House. Which will be accessible to the above-average corporation and citizens for a once in a lifetime voyage upon their retirement.

Interstellar Relations
House Liao – Capellan Confederation
Bilateral relations between the Capellan Confederation and the Empire of the Dragon were established initially as a mutual defence agreement – as they share important strategic interests with regards to the Federated Suns.
Though with Terra being the only point of contact territorial claims between the two only occurs during periods of intense Succession Wars.
Both sides are attempting to create a peaceful ‘middle ground’ with regards to business and foreign trade – though trade restrictions spark on-again / off-again mentality due to the Capellan’s perceived slights towards them.
National security concerns on both sides restrict the sale military hardware currently.

House Marik – Free Worlds League
Bilateral relations (conjugal) between the Free Worlds League and the Empire of the Dragon is based solely upon export / import trade / tourism only.

Strengths and Weaknesses
The major strength of the Empire is the loyalty and devotion of its people who have adapted to the ‘mono cultural society’, as being obedient, loyal and ready for service they feel a deep sense of communal belonging whilst being rewarded for their hard work.
A common societal pressure, due to excessive loyalty and devotion towards your employer, is the balance between the expectation to fulfil your duty to support your family and your employers’ expectations – in extreme cases work pressure (stress) has led to death by overwork, or karoshi – most planetary Diets, however, have passed laws in “promoting countermeasures against karoshi”.

In the event the entire Shogun’s family is removed the Empire will fall into civil war until a replacement family seizes the position as Shogun.
With press freedom within the Empire, this ensures that if there is violence between rival Samurai Houses it is usually contained to the shadows or through proxies.
Being a warrior culture, any unsuccessful military campaign can also lead to dissatisfaction by the people toward the Government and with military success this can lead to social opportunities.
In adapting an open system of social mobility through a progressive education system (open to all) emphasises the importance of the economic development to achieve growth from the community through to the Empire level. A creative, well educated and obedient individual is rewarded throughout the Empire.

Government Districts and Prefectures
Each Government District is led by their Oji (Prince, equivalent of Duke), who works in conjunction with the military commander in charge of that district. With regards to administrate details the Oji has the final say, and with regards to military issues the military commander has the final say.
Individual planets are ruled by their Hakushaku (Count, equivalent of Earl).

Military: … The Dragon’s Self-Defence Forces

The Doragon no Teikoku - Empire of the Dragon armed forces are known as the Dragon’s Self-Defence Force (abbreviated DSFS). Administratively they are controlled by First Lord of the Military financially whist any major change to their military budget requires consultation with the First Lord of the Treasury and Economy.
In recent years the DSFS has been engaged in an increasing number of border skirmishes with the Federated Suns - requiring restructuring to their procurement of consumables and equipment.

Preparing regular recruits through basic and specialist training (upon every prefectural capitol world) for all elements necessary to perform the roles that will be assigned to them, or retraining for retention, for the duration of their tour;

Samurai family candidates have a choice of utilizing both private or public junior military school system that will not allow / or will allow the enrolment of civilian students into a pre-collegiate academy school.
The candidate is then required to attend one of the four-year university-level college institutions that, again, can be either private or public senior military institutions that does not / or will allow the enrolment of civilian students. Shugo-Daimyo’s Guardsman ….. Hosho (de facto DSFS)
As part of a Shugo-Daimyo’s duty (responsibility) to the Shogun they are required to raise and finance a personal military force to demonstrate their commitment to defend the District / Prefecture / World assigned to them by the Shogun.
As a de facto DSFS their training and procurement requirements are the same as that of regular forces with the only difference being their finance is derived from their Shugo-Daimyo.
The Hosho have multiple components: as Samurai for the Clan they represent it is their duty to protect their sworn liege lord, their family and their castle with their own lives; as a rapid-reaction reserve component for the DSFS in the event regular forces are unavailable; or when their liege lord takes to the field as commander, the Hosho will act as a bodyguard unit whist engaged in combat.

Ronin …. Mercenary
From the days of the Empire’s founding Ronin mercenary forces have existed. The Shogun, however, has
seen fit to regulate who may and the size of their military force that can operate within the Empire.
Therefore those Samurai, who distinguish themselves in combat*, may be honoured by the Shogun with the honour, through a remit, to raise, train and equip a Ronin military unit under their Clan’s Name, in perpetuity. These forces are then hired by the wealthy, and provided with a stipend, in order to fill the gaps that the regular Self Defence Forces and the Daimyo’s forces are unable to defend or to undertake actions that would be considered beneath the Regular / Daimyo Forces (eg. pirate hunting) within the Empire of the Dragon.

<Note: Those members within these Ronin forces who distinguish themselves on the battlefield may receive a commendation from someone with rank. From this they may be raised to the rank of Samurai and officially hired into their forces or they may even be recruited into the Dragon’s Self Defence Force as a Samurai Officer.>

<Mercenaries from outside the Empire whom are requesting employment within the Empire will require a letter of dispensation from the Office of the Ronin Affairs as well as accepting a liaison Officer and an O5P representative.>

<* Example - Becoming a Named Warrior - when a warrior becomes an ‘Ace of Aces ‘ – shooting down ten enemy qualifies anyone to be an Ace. Individuals with scores over fifty are considered formidable adversaries (and as such are registered by foreign armies with a code name). Within their own military they are also recognised as an ‘Ace of Aces’ and are awarded with the Silver Dragon’s Combat Medal and the Shogun may also bestow upon them a Name and an emblem (mon) to signify their Samurai skill in battle and as such will be allowed raise a Ronin Force as stipulated in size by their remit.>

In order for the Dragon’s Self-Defence Force to maintain a military-technology comparability with regards to competitor states (reduce any lagging behind in military technology) they maintain a dedicated industrial espionage, cyber espionage, as well as a progressive ‘procurement’ branch.
In establishing the required specific dedicated equipment, laboratories, testing facilities, and specialized personnel this has allowed for a defence policy in which, if it becomes evident, that the Empire is lagging behind in military technology they are able to skip the lengthiest and most expensive stages in the development of advanced weapons systems (Research and Development) through imitation (reverse engineering) despite the complex issues such as environmental and operational challenges whilst understand that the depth of possible incompatibilities and vulnerabilities increase when developing a new weapon system.

Honours and Awards

Within the Doragon no Teikoku – the Empire of the Dragon – awards and decorations are primarily medals, service ribbons, and specific badges which recognise military service and personal accomplishments.
Each medal is a representation of a Katana’s Tsuba, the guard designed to protect the wielder, coupled with an ornate ribbon and a metal bar, at the top, with an imprint of the Honour’s Name.
Those awarded to Samurai Officers come with an actual Tuba, in the same design as that of their medal that can then be placed on their Katana to demonstrate their courage and ability.

In order of precedence – Military Medals are awarded for:

Order of the Dragon (OD) – Valour in combat beyond the call of duty (All Ranks Eligible).

Samurai Cross (SC) – Order of chivalry, for the ideal Samurai, especially courage, honour, loyalty (Officers Eligible).

Distinguished Service Order (DSO) – Meritorious or distinguished service. Specifically for highly successful command and leadership during active operations (All Ranks Eligible).

Officer of the Order of the Dragon Empire (ODE) – Gallantry in combat (Officers Eligible).

Member of the Order of the Dragon Empire (MODE) – Gallantry in combat (Ratings Eligible).

Silver Dragon’s Combat Medal – Awarded to those who obtain a Recognised Combat Kills Record of fifty or more – recognised as an Ace of Aced – Provided with a combat name, promoted to Samurai (if rating) with emblem (mon) – may be bestowed with the honour of raising a Ronin Force (All Ranks Eligible).

Gender is irrelevant for inheritance; the oldest surviving child without regard to gender inherits the all titles, duties and responsibilities to the Clan.

Marriage between Clans (and social groups) – No matter what the situation marriage will require the approval of their respective Clan head …

To Elope (marriage conducted without the knowledge of the couple’s family) will result in the couples banishment from the Clan … though they are now Samurai with no family / Clan to assist them …

In marriage between an individual of a higher Samurai caste and a person of lower Samurai caste (or from a non Samurai family), the lower case person is adopted into the higher Clan, and their progeny are also accepted into the higher Clan – in most cases this marriage does not create a bond between the two clans.

In marriage between two of equal high rank their respective Kacho (Current Clan Heads) will come to a mutual agreement as to their future lineage (and by extension their children’s lineage) –
If the couple are part of each clan’s head family, in most cases this marriage creates a bond between the two clans to assist each other in battle and through trade agreement (where possible).
If they are not part of the ruling Clan’s head family then the new husband / wife is just accepted into the clan as per the rank of their spouse.
<In the event there is no consensus – ie they both agree they should be married, they just can’t decide as to which family - the O5P Priestess will request guidance from her superior as to the newlywed’s fate .>

Marriage between individuals within their respective head family and being part of the highest of Noble Houses (Oji and Koshaku) have rules …. The newlyweds can be either
- Accepted into one of the Clans as the husband / wife of their partner – thus allowing the family heir to retain their position within the Clan;
- Or they may be allowed to establish a new Clan entirely (as they are just the brother or sister of the current family head or heir) and in so doing that will be considered a new Cadet Branch to both Clans from which the newlyweds originated (with a small complement of warriors to maintain respectability etc.).
- Either way this marriage, again, will create a bond between the two Clans to assist each other in battle and through trade agreements.

Why is an alliance formed? What price is paid? What is gained and what is lost? What is the Director-General of the Terran Hegemony, Ian Cameron, attempting to create and why?

These were the questions the Shogun was attempting to answer for himself as he once more was preparing to participate in the way of tea, within his traditional garden that lies a tearoom with its atmosphere of perfect serenity …

It was perfectly clear that Ian did not consider a partnership of equals – his was a proposition based upon the principle of first among equals, and for this reason alone the Empire should reject his proposition …. and yet the other Houses – fools that they are – had signed on believing it would bring them peace, stability, wealth or power all at the cost of becoming a slave in their own House. Did they not realise that he would just centralize power within Hegemony in order to build a military at the expense of all others until such a time he could use that military to be First Dictator?

An alliance is formed based upon:
Ideological lines;
Integration of military;
Economic planning;
Humanitarian planning; and
Conflict Management.

For this Star League to eventuate only a alliance of equals would be permissible - where there is no first amongst equals, and then only for Humanitarian and Economic benefits.

Historical Age: Star League

By the end of 2569 The Shogun rebuffed Director-General Ian Cameron’s offer to unite within the auspices of the Star League– the only Star League he would consider was with regards to humanitarian, economic and technological assistance and based upon mutual respect;

Thus under the direction of their Shogun Kurita Hehiro, Ryuujin no Teikoku (Empire of the Dragon King), they therefore withdrew from any military alliance - that included ‘casus foederis’ clauses - with the newly established Star League.

Any international political ‘alliance’ was therefore based entirely upon commerce. Whist at the same time Hehiro initiated an expansive military rearmament program throughout all branches of the DSDF, he also including a secret program to ‘acquire’ advanced military technology from the Star League in order to achieve parity with the SLDF.

2572 – In a political effort to force the issue of membership with regards to the Periphery States military exercises between the SLDF and each of its Inner Sphere Militaries were conducted upon their mutual borders – though the SLDF were thought to be technologically superior their inability to coordinate their forces effectively ultimately resulted in military defeat for the newly formed Star League. Thus, rather than shocked into joining, the Periphery realms openly scorned the Star League and its apparently inept military – refusing any Star League membership.

2572, October 17 – Border Guards Agreement
As predicted by Hehiro – House Lords will soon find themselves slaves in their own House when the SLDF agrees to establish military bases throughout their section of the Inner Sphere by allowing the Star League to purchase lands on any member state world in order to provide the SLDF with unrestricted range – The rapid construction of strategic bases close to each Periphery State (except for the Rim Worlds Republic) was not lost on their rulers for the “sword of Damocles” they are.

2572, November – Red-faced after the embarrassing military exercises secret negotiations between Ian Cameron and Alexander Davion commenced in order to find a ‘creative’ plan to compel the Periphery States into a united human Star League – absorption through War. <and from there a war against the Shogun and his Ryuujin no Teikoku (Empire of the Dragon King).>

2572, December - Ian Cameron initiates a propaganda campaign throughout the Star League as a means of hiding his ulterior motives of becoming the first lord of all humanity; by explaining the need to bring education, technology, culture and prosperity to the ‘denizens of the periphery’ who are living in a state of absolute barbarity – with no rule of law leading to an absence of morality.

February 2573 – Omsol Accord Broken – The Malagrotta Affair
In a pretext to initiate war between the Star League and the independent Periphery States five Taurian Concordat Naval vessels ‘accidently’ jump (with the assistance of a Federated Suns spy) within the Malagrotta system and the titanium rich moon of Fontana - With the immediate arrival of a larger Davion task force and the Taurians unable to communicate and orbiting Fontana the Davion Admiral immediately ordered his fleet to open fire … forcing one to surrender, destroying two others and forcing the two remainder to retreat.

The new “First Lord” and Director-General Ian Cameron immediately stated he would mediate the Affair … Though when Protector Caterina Calderon asserted that the matter was solely between the Federated Suns and the Taurian Concordat an ‘irate’ First Lord immediately declared the Taurians in the wrong, commenting, “We have been compassionate long enough. I’ll be damned if I am going to pull any more punches.”

When Caterina offered an apology and restitution Ian, rather than accepting, refused the offer. <… and in so doing declaring his future political / military hostile intentions.>

In an act of demonstrating their desire for self-determination the Rift Republican Army occupies the Efrimal Long Maximum Security Prison, used to hold political dissidents. In response, the First Consul Amaris orders two divisions to suppress the uprising. As a result the First Consol Amaris institutes the Universal Act of Loyalty – an oath of loyalty to the Republic and the Star League.

2573 – First Consul Amaris of the Republic proposes a Star League / Periphery summit on Terra – only he attends.

2573 – The Taurian Concordat rejects Terran Hegemony Finance Minister Randex Fitzhugh’s “favored-nation” trade proposal.

2574 – Star League initiates heavy tariffs and port fees against Periphery traders – whist offset when Periphery Traders are within Ryuujin no Teikoku (Empire of the Dragon King).

January 2, 2575 - The Pollux Prolamation
Proclamation by First-Lord and Director-General Ian Cameron before the Star League Assembly – stating his intention to extend the Star League into the Periphery States – either peacefully or by force of arms – thus serving as a de facto declaration of war.

March 2575 – Rim Worlds Republic, First Consul Amaris endorses the Pollux Proclamation whilst issuing the Manchester Directive – suppressing RRA groups, seizing their property and arresting their members (and effectively alienating their population.)

2575 - Rim Worlds Republic – The remaining militant Rift Republican Army, supported by the people of the Republic, initiate a coup deposing the Amaris Government – Forming the Rim Provisional Government and forcing Gregory Amaris and the remainder of the previous government into house arrest within the Amaris Island Estate on Apollo.

Outworlds Alliance – Reunification War

Shogun Kurita Hehiro recognizing the immediate nature of the war to come assembles two large Ronin forces – one on the Outworlds Alliance Border and the other on the Rim Worlds Republic Border.
In order to stave off an all out war between the SLDF and the DSDF (for the immediate future) it was assumed (correctly at the time) that in the event either the Outworlds Alliance or the Rim Worlds Provisional Governments made a formal request for aid – where for appearances sake it would be made to appear as if these Governments were contracting Empire Ronin Mercenaries to assist in their defense, both the SLDF as well as the DSDF would engage in a proxy wars within both the Outworlds Alliance, and the Rim Worlds …. (as it was believed on both sides that a full out war would result in mutually assured destruction –politically and militarily - the Hegemony at the minimum would be destroyed completely – something the First Lord could not allow – thus the proxy war within the periphery states.)

Thus Shogun Kurita Hehiro called upon his two most experienced Ronin Commanders to lead these Ronin Task Forces, and upon the Outworlds Alliance Border Rikusho-ho Takeda Shingen, (together with his eldest daughter, Kurita Shion (acting in a position as his aid), were staged to invade the Outworlds Alliance, once the request came through, with orders from the Shogun to put the SLDF in their place!

Note: For the Proxy Reunification War - Outworlds Alliance V Star League / Federated Suns - The Outworlds Alliance consist of those worlds as identified within the 2750 Star League Map. As such the Outworlds Alliance is no small Periphery State, and as such their military and political force is also on par with its size.

However, given that two belligerent powers are attempting an unprovoked military incursion – the Outworlds Alliance’s military would be able to hold their own initially (even with the lend lease program) however as the war drags on their ability to hold their own becomes questionable, hence the request of an alliance with the Empire of the Dragon King ….

Over time …. Due to the elimination of the Ares Conventions by the First – First Lord – the Capellan Confederation will become horrified with being a member of such a alliance – with the FWL coup – which also resulted in the removal of the First Lord – the appointment of a new ruling body within the Star League and will then led to the second Federated Suns Civil War, the Capellans’ will receive an interesting proposal from the Shogun which will lead to their eventual removal as being part of the Star League and their acceptance into the Confederacy (and possibly even a war to connect the two realms – ie a massive Chaos war within the Terran Hegemony …..

As for the Amaris family and the Rim Worlds – now that they have realized self-determination (with the assistance of the Empire) the entire Amaris family will be returned to the Terran Hegemony (where they will dream of a war to once more rule the Rim Worlds) which could lead to a future war (far into the future).

Then there is the issue of other states that may desire their self determination – Skye and Rasalhague come to mind – wars of independence backed by super powers? (also into the far future)
