The concept is the Terran Alliance did not bother with trying to escort ships beyond a specific limit, such as no more then 4 jumps. They instead became the tech and merchant providers of the entire IS.
They made sure that the only heavy industries were in their area, and were the only ones that had warships and such to make sure of this. This mean any and all jumpships as well as weapons of war beyond normal rifles had to be purchased from the TA. The TA would provide security if the colonies were willing to pay the price for it, as well as importing heavy equipment like normal farming combines and such. Since they had to buy from the TA, such things as Particle Accelerators and such would not be built outside of the TA, as there would be no one that could build it, and none would even attempt to try it, least they be attacked.
This would limit most nations to one up to maybe 100 systems, as the larger you get, the more likely someone will be to hit you.
The TA would have control over resources flowing around the area, as most colonies would have to pay in resources, such as food and ores. The large nations never form. So the TA is about as far as canon goes.
This can be used for other games besides BT, such as GURPS.

Interesting ideas, I could see this happening, if the TA can fully control technology and not have it slip out.

There would be factions in the TA, but all agree that to allow such things as the jumpship to be in private hands means eventually, they would all attack the TA. Each Jumpship would have a small security detail on them, to make sure that taking one would be difficult as possible. As jumpships are the only means to travel between the stars, excluding the warship, it would mean that worlds would HAVE to use the TA services to get out of a system. Still not sure about dropships and how to handle them. Might just set it up so the 'owners' of dropships have to use TA services to have them fixed and maintained. Yardships could be used for this, or maybe a permanent TA station in system.
This is far less taxing to have troops in system than trying to garrison each world in a system.

The TA would not interfer with local fights, as a policy, but the different factions in the TA might provide assistance to one side for the right price.

Tanks and mechs might be a little more difficult to deal with, as they would all be TA sold, but trying to maintain them might be the issue. I was thinking of doing the same thing with them, having TA only maintenance on them, but still not sure. This is of course after mechs would finally be researched. Granted, all service parts would be TA only sales.
