Overview: Designed in 3146 by Clan Jade Falcon, the Blackjack IIC was built from the ground up to be a mark of shame. Following her appointment as Khan, Malvina Hazen set about hard lining many of the long standing Jade Falcon ideals relating to their destiny as the IlClan, and to cement them she took harder and harder stances towards failure.
A mark of this was the Blackjack IIC.
Renowned in the former SLDF, and later the clans, the Black Jack was a much reviled mech, despite its later popularity amongst the Davions. As such when creating a mech as a mark of shame, for a warrior to pilot where they would not be granted a quick death and instead a long drawn out crawl back to a position of power. Built with a inefficient loadout and sporting 2 Ultra AC/2's and 2 LBX-AC/2's: the mech lacked anything in the way of teeth. Only its Heavy Medium Lasers gave it any punch, and even then that was lacking. Still its long range assured that the user would only ever act as support and stand as far back from glorious combat as entering close range would assure their death of all Dezenga assigned to it.
And yet despite all attempts of giving this mech to her enemies and those who failed her... it has oddly succeeded. With a maximum range of 800 to 900 meters, and plentiful ammo reserves, a decent ground speed and the fact it seldom will enter battle without support, the Blackjack IIC like its predecessor has become a bane upon light mechs. With its long range having somewhat of a impact on lighter armour, its wide spread seeking for a chance to find chinks in the armour and its wide spread assuring it will chip away from a safe distance few could match. Many pilots with sense have found it excellent at regaining some honour and working their way back into the Falcon ranks.
Following the battle of Earth, the remaining Blackjack IIC's fell into the hands of the Wolves, and have been assigned to milita and non-warrior units as support mechs and are receiving the admiration amongst less honour bound combatants.
Its also cheap for a clan mech.

This is a very solid distance hitting design, I can't actually think of any serious criticisms. An XL engine, and maybe XL gyro and small cockpit could give you enough extra tonnage for a targeting computer or some arm AES, but that gets expensive. Good design, I do especially like the two different kinds of AC.

Thanks for the feedback
Though I will highlight the fact that this is built on a clan chassis, so unless you go experimental tech you cannot put in a XL gyro, small cockpit or AES.
Also a XL engine would run up costs drastically, and this is meant to be a cheaper mech. Though that could work well for a combat computer.

Nothing wrong with the mech and no reason it couldn't exist 3146, but this part of the fluff is disputed by canon all the way back to original TRO:3025. The SLDF actually passed on the Blackjack after a short review period. That's not to say a few might not have been drafted into service during the Amaris Civil War or brought along on the Exodus, but very few if so. For all intensive purposes the Blackjack is entirely absent from the SLDF and Clans.
Most likely, the first Blackjacks acquired by the Clans were during the Clan Invasion era, salvaging FedCom BJ-1 and BJ-3 models. Seeing the poor performance they displayed in the Clan Invasion (compared to more robust models of similar size like Wolfhounds and Enforcers) could be what gives it a very negative view within Clan Jade Falcon which persists to 3146.

As far as I can tell (and I don't see anything on the Trellshire Heavy Industries article to dispute it), Blackjacks (specifically BJ-3) are only built at Ceres Metals on St Ives as of the Clan Invasion.
GM did build a refit facility on Talcott in 3052 to upgrade BJ-1s to BJ-2 but by this time the Falcons had pretty much ceased rolling over FedCom territory. So BJ-1 and BJ-3 are going to be the first two models the Falcons encounter.
Trellshire's factory on Twycross was producing BattleMasters, Riflemen, and Stalkers at the time of its capture. Unknown what it could have produced in earlier times, but Blackjack seems unlikely.

I hate to say it, but the design quirks don't seem balanced points-wise. Is it still tournament legal...?
Since you got some free critical slots, you could probably throw on some TSMs. Add in the Poor Cooling Jacket quirk with the Heavy Lasers, and that would probably balance out the last two points while also easily producing enough heat to make the TSMs spring to life, which would be a great way to escape from close range like a coward.
If Laser Heat Sinks are also tournament legal, then you could slap those on as well in place of the Double Heat Sinks (more for flavor than anything else), since honorbound combatants wouldn't care too much about the lightshow that they produce.

While that is likely the practical way of sorting it out, and making it rules legal. I rarely if ever make my vehicles Design Quirk legal, as very few mechs official Battletechs do that.
From a tournament perspective it would be ideal to use poor cooling jackets as thankfully the both types of AC/2's will only add up to 8 damage meaning you would only need poor cooling jacket on 2 weapon systems to make it rules legal, and you get one more design quirk if you kept bad reputation.
I prefer to go for thematic design quirking than official.

Same here with my preferences, but the rules level in your statblock had specifically said Tournament Legal, which is what led to my suggestion regarding the quirks. (Also, I believe that XL Gyros and Small Cockpits would be Mixed-tech, not Experimental Tech.)
