The question of would Comstar have been formed if the SLDF did not leave the IS has brought up a few questions.
What if comstar didn't come into existence? Would the wars have been able to be found efficiently, as the houses would seize control of the HPG and not even bothered to let any communications from rival houses go over the net?
Would the DC's hit on the FS have succeeded far beyond what it did, as the defenders would have been cut off from one another? Intel would cease on all sides.
What if Comstar had been set up, but the SL still lived? Would anyone trust it? Would someone other then Blake be appointed to run it? Would the houses make their own network to bypass it? Would the black boxes have been massed produced by the houses to avoid the SL having full intel on their worlds?
The idea that changing a few things in the history of the world would not change the outcome of the future brings up some what if's.
What if Japan had listened to the admiral that said attacking the U.S. in WWII was a bad idea? What if they concentrated on taking out Russia and China instead?
What if the declaration of war had happened before the attack? Would the U.S. have been as outraged as the sneak attack was? How would it have impacted the war, as Hawaii would have been warned about an incoming strike if the declaration had gone off correctly?

Plenty of books written about your last points, I can glance at my bookshelves see at least ten that cover What If WW2 events.
IF the SLDF didn't leave and held on to what they could have of the OLD Terran Hegemony worlds, NO we would not see ComStar controlling the HPG, what would see is it being either an intelligence agency of the Terran Hegemony or as a private run cooperation that sells services to the highest bidder.
The black box fax style things, yeah they might have come about still, but where would the Lryans get them from?

I would think the Blackboxes would be a priority for the houses to make if the SL intel department had the HPG network locked up. Even if it isn't the Blackboxes exactly, they would have to do something about their own fast coms networks.
One answer is they could steal it like they seemed to do with everything else the SL made. Kind of like mechs. 
I would think even a privately run company, people would not trust Comstar to run the HPG network. The idea that the SL would have it loaded with all sorts of intel gathering bugs, codes, viruses, and just basic programs to look for what ever would keep the trust to almost nothing.
This scenario would be going from 'friendly' to opposition relations within the IS.
I don't have any books covering the what if's of WWII. To be honest, I never really thought they would have anything like it. The only thing close is some comics of the what if line.

I don't think ComStar would exist, not as we know it, if the Terran Hegemony stayed around, it would be SLDF ran and the civilian side would be multi-companies running it like it was prior to the War against Amaris. We would not see it being used as a tool against other Houses, since they would have control of the HPGs on their worlds. The first thing they would grab right after telling Kerensky, no more Star League.

What if another house responded to Katrina's offer for the cession of hostilities? Or even part of other nations?
The FWL had some rebellious entities that might have agreed to it.
What if the SL had done most of the research for the clans weapons and just never mass produced them yet? Such things may well have been reducing the crit spaces and weight of the normal weapons. Maybe started the weight reduction in the missile launchers. Not have, but say 1/10th of the weight. Stronger, lighter ac barrels.
What if the Alien Bugs concept is Space Invaders?
What if the Asian coast just surrendered to Japan because of a lack of naval vessels to defend their coasts with?
What if Germany had won either war? Would German be used in more nations that it is now?
What if Ireland and Scottland had revolted during the WWII?
What if Comstar had ignored the clans and hit Terra to remove WOB before they became so powerful?
What if the other clans just declared the invading clans as Dezgra and moved to take them out with the rest of the IS just after the truce battle?
What if the leaders in the history of the IS weren't killed in desperate combat, as the SL did survive and removed worlds from being the targets of those battles?

What if the FS/FC/LC had just 5 warships before the 4th war?
Do you think they would have hit the DC?
If only one, either the FS or the LC had them, do you think they would have formed the FC?
This could also be asked if the CC, FWL or DC had found some before the war. Do you believe this would have removed the chance of the FC becoming a reality?
How different would the outcome have been?

What if one nation got ahold of the plans for naval weapons before the helm core?
How different would you think the game would be?
One possible solution might be Galtor having such weapons/blueprints, though there are a few others that could have had some stashed.
Even a prototype ship that was a dropship equipped with a naval weapon, much like the Argo had the ability to have a dropship attached to it. The weapon would be permanent on the ship, just to make sure that is known.

Would that be they announced themselves at the start and did the batchall for every world battle?
Or just send a few representatives to start negotiations with the 'locals'?
What if stealth armor was found on a destroyed dropship and found by the CC? This could have been an experiment with the stealth aspect from the SL era. Imagine that. Stealth warships.

I think it'd probably be a bit of both, regarding the Clan's strategy. If they make the effort to come peacefully, then they'd also need to explain to the people of the Inner Sphere how exactly a Batchall works, and try to understand that they think differently due to living in a very different culture.
So it would be kinda like "We come in peace, but before you get any funny ideas, also know that we are very capable of kicking your ****." translated into Clan speech.
When people respond with "Is anyone else not understanding them?", then they would probably try to ask someone with recent Inner Sphere knowledge ("Will a member of the Kerensky family please come forth?") to translate for them.
As for the whole salvaged stealth armor thing, honesty I have no idea. Stealth armor is already a crappy version of Nullsig, so they'd probably just develop an even crappier version earlier in the timeline. (Well, that or we'd end up with The Expanse.)
