trying to figure out does ECM/Angel cancel out Artemis V? cause it onyl says in the flavor text of TacOP's "... remains susceptible to hostile ECM suites including Gaurdian, Angel and Watchdog."

That reads to me as yes, it does, as long as the enemy mech (or other units) with ECM is in range of your mech (or unit) that has Artemis V.

In tournament-level gameplay, the use of an ECM suite is to nullify the effects of other electronics, such as missile beacons, active probes, and fire control systems. It can also cut a unit off from a C3 network.
In Tactical Operations, additional uses for an ECM suite are shown as optional rules, including defeating other ECM and generating ghost targets.

This is in the wiki under ecm.
So the impression is the ecm stops all advanced targeting systems against units within the sphere of influence.
The ghost target ability is something I have never seen before, but remember, I don't own anything past BMR rules.
