This was a simple experiment of building a mech that was half a Warhammer. I chose a 25 ton mech as it was the closest to half the Warhammers armour.
The best bit is cost. You could have 3 of these plus change for the cost of a standard 3025 Warhammer, as it comes out at 1,826,146 (using the drawing board design program, on level 3 rules (including the limited critical rules for lighter units) and a BV of 609.
So, which would you have, a standard Warhammer or 3 of these in a battle?

Tricky analysis. While the Half Hammer has, in total, about half the armor and guns of a Warhammer, it less survivability. The armor and structure of the Half-Hammer means that first shots a Warhammer could shrug off will crit the Half Hammer.
My estimate: with 3 Half Hammers I think you're just about balanced against one Warhammer.

Might be a bit easier to use a Panther, and remove the jets to add in the laser, while swapping the Panther's srm 4, and put in the streak. The 35 ton unit is half the 70 ton Warhammer.
Also, there is nothing saying you have to add more armor over half the Warhammers. The extra weight could well be used for other things, like electronics in the later time frame.
