Greyslayer made a suggestion in the PPC thread about comparing your new weapon to existing ones. That's not only useful to determine if the weapon is less effective than existing weapons, but also too powerful.
For example, your Buster Rifle does more damage in one hit location than any weapon available (except the IS Heavy Gauss Rifle at short range), is lightweight, compact, and entirely more effective than the only comparable weapons (Clan class-20 ACs).
What I'd recommend modeling this on is a Clan class-20 AC, like the UAC/20, and give it comparable stats - including damage. If you move into the 25 damage/hit range, weapons start suffering all sorts of new (sometimes unnecessary) problems. Witness the IS HGR.

I wholeheartedly agree with Cray in this design. When dropping weight (and in a lesser extent criticals) you will, in general, drop damage. Gaining 67% more damage when already at the high-end of the damage spectrum for mech weapons is a big leap without looking similar to a arrow IV setup you will struggle to get people to accept such a weapon (even in casual play).
A good way to test your ability to design weapons is to perhaps take something that already exists on one side and redesign it for the other using their unique tech advantages or disadvantages. For example look at designing a clan version of the Light Gauss Rifle using similar stats to those used by the IS but slight improvements using the superior technology of the clans. Say a 27-hex Light Gauss that does 8 damage and weighs 10 tons.
