So I'm still not that well versed in battletech lore and operations but can fans submit designs for battlemechs that don't have modern redesigns? Take for example, what if a fan made an updated design for a battlemech that still hasn't gotten an updated design, say the Alliance battlemech, can this fan submit a design to Catalyst games and how?

To my limited knowledge, you can, but don't expect them to do anything about it.
I am not an employee, so don't take my information as 'law'.
The current owners of the game seem to avoid any designs not produced by specific people that are employed by them.
But who knows? Maybe you might be an exception to the trend.
The first step would probably be contact them thru their website.

Catalyst doesn't take unrequested submittals for anything: 'Mechs, stories, rules, etc.
You're certainly welcome to play with custom designs and updates in your home game.

Well that's a bummer. Maybe Catalyst could do some kind of yearly contest where fans submit designs and other fans can vote on what design they want and then the winner gets their design adapted by the artists at Catalyst and made into the official art for the unit. The contest can be for mechs, ships, tanks, etc. that don't have a modern battletech design, I think this could be a cool idea.
