Baxter was a Revolution Leader of the Partisan Movement on the world of Carver V during the FedCom Civil War.
Carver V[edit]
After the warfare that caused Carver V to get separated due to the politics of each planet, Baxter would form a group of people to fight for their independence. He would work with the likes of the Mercenary Commander and Major Susan Kelly to ensure the safety of the planet. After the Carver V war, the planet would renamed Liberty with Baxter as the leader.[1][2]
